University of Maine System must convene a task force to develop a court navigation program plan to assist the rising number of litigants without attorney representation

Task force membership includes representatives from UMaine schools of social work and law, Maine Pretrial Services, Pine Tree Legal Assistance, Disability Rights Maine, NAMI Maine, 211 Maine, DHHS, and invited judicial branch representatives

Court navigation program would provide guidance on court processes and refer individuals to community resources for behavioral health needs (mental health, substance use treatment) and social services (housing, employment, transportation, food)

Task force must consider experiential learning opportunities for social work and law students to earn academic credit while assisting in the program

Report with program plan, recommended model, and suggested legislation due to Joint Standing Committee on Judiciary by December 3, 2025; designated as emergency legislation to take effect immediately upon approval
