Transmission and distribution utilities must offer consolidated billing using "net crediting" for distributed generation resources by January 1, 2027, with utility fees capped at 1% of subscription fees

Electric Ratepayer Advisory Council must identify methods to improve community solar program access for low-income and moderate-income persons

Commission must conduct proceeding by December 31, 2025 to evaluate opt-in program designs for reducing net energy billing costs, with report due to legislature by March 31, 2026
