Program will prioritize guidance for low-income and underserved communities on navigating energy efficiency options, accessing grants, rebates, financing, and assistance programs

Energy coaches will help residential consumers prioritize weatherization strategies, review contractor recommendations, and analyze costs and payment options

Community-based organizations and tribal governments must be consulted on program design and implementation

Report on pilot program design due to Joint Standing Committee on Energy, Utilities and Technology by February 1, 2026, including cost estimates, target number of consumers served, and implementation timeline
