Replaces the requirement for "informed consent" with "general consent" for HIV testing, allowing tests to be performed as part of routine medical procedures unless the patient declines

Defines "general consent" as consent obtained without coercion after informing the patient that an HIV test may be performed and that testing is voluntary

Eliminates the requirement for a separate informed consent form specifically for HIV testing when general medical consent has already been provided

Removes the requirement for parental or guardian consent to perform HIV tests on minors

Permits disclosure of medical record information for the purpose of seeking insurance reimbursement for HIV testing
