Prohibits Maine law enforcement agencies from using resources to investigate, detain, arrest, or search persons for immigration enforcement purposes, including honoring hold requests or immigration detainers from the Department of Homeland Security

Allows law enforcement to arrest or detain on hold requests only when the person has been convicted of murder or Class A/B/C crimes, has pending charges without bail, has outstanding warrants, matches terrorist screening databases, or presents an unacceptable public safety risk

Limits detention solely for immigration enforcement to a maximum of 48 hours (excluding weekends and federal holidays), after which the person must be released

Requires law enforcement agencies to provide inmates with written consent forms in their primary language before voluntary interviews with immigration authorities and to notify inmates of any hold requests received

Prohibits state employees (except law enforcement, judges, and defense counsel) from inquiring about immigration status unless required by law or necessary to determine program/benefit eligibility
