Establishes tiered voter registration deadlines: 21 days before election for mail/online submissions, 7 days before for automatic registration through the BMV or other agencies, and same-day registration available in person through close of polls on election day

Expands list of outside agencies that can facilitate voter registration to include Children's Health Insurance Program, Bridging Rental Assistance Program, mental health advocacy programs, children's advocacy centers, and various Department of Labor rehabilitation services

Creates new procedures for disqualified political parties to retain enrolled voters and seek requalification by certifying at least 5,000 enrolled voters by December 31st of the year following the next general election, and allows parties to voluntarily dissolve

Allows political parties to elect to permit unenrolled voters to sign primary nominating petitions by filing a form with the Secretary of State by December 31st of the year before the primary election

Establishes civil penalties of up to $1,000 for first violations and $5,000 for additional violations for misuse of voter registration data, including commercial use, unauthorized solicitation, or unauthorized sale/resale of voter file data
