Establishes the Law Enforcement Retention Advisory Council to advise the Commissioner of Public Safety on policies and programs for improving recruitment, retention, and wellness of law enforcement officers

Requires death certificates to indicate whether the deceased had previously worked as a law enforcement officer, firefighter, or emergency medical care provider

Mandates evidence-based officer wellness training in the basic law enforcement program, delivered in person by a law enforcement officer and a licensed mental health professional

Adds critical incident debriefing to the Maine Criminal Justice Academy training curriculum

Appropriates $126,000 in FY 2025-26 and $130,356 in FY 2026-27 to fund one Law Enforcement Wellness Coordinator position at the Maine Criminal Justice Academy
