Authorizes the Commissioner of Marine Resources to require completion of an educational course before issuing or renewing a seaweed permit

Educational courses may be provided by the Department of Marine Resources or by commissioner-authorized public or private sector associations and organizations

Allows the commissioner to apply educational requirements to only certain species of seaweed rather than all seaweed harvesting

Requires species-specific permit endorsements when educational requirements apply only to particular seaweed species, with endorsements provided at no charge
