Raises the threshold for late-election (last 13 days) expedited reporting from $1,000 to $10,000 for contributions and expenditures for gubernatorial candidates, and establishes tiered thresholds for other offices: $5,000 for State Senate, $2,500 for county office, and $2,000 for State Representative and municipal office

Extends the deadline for expedited late-election reports from 24 hours to 48 hours after a contribution or expenditure is made

Increases the independent expenditure reporting threshold from $250 to $1,000 per candidate

Directs the Commission on Governmental Ethics and Election Practices to require disclosure of independent expenditures within 2 calendar days when made during the 60 days before an election

Designated as emergency legislation to take effect immediately upon approval, intended to apply to the 2026 election cycle
