Requires pharmacy benefits managers (PBMs) to allow covered persons using mail order pharmacies to fill prescriptions at a local network pharmacy under certain circumstances

Triggers network pharmacy access when mail order prescriptions are delayed by more than one day past the expected delivery date

Also triggers network pharmacy access when prescription drugs arrive in an unusable condition

Amends Title 24-A MRSA §4349 by adding subsection 7 to existing pharmacy benefits manager regulations
