Permits sale of approximately 0.25 acres of public reserved land in Seboomook Township, Somerset County to the owners of 51 Sebey Lane, covering land under a pre-existing septic system installed before state ownership

Allows a land exchange of less than 0.25 acres with Towers North, Inc. in Presque Isle to resolve a boundary issue where a communication tower encroaches on state land

Requires private parties (town, buyer, or company) to pay all transaction costs including attorney fees, surveys, appraisals, legal fees, and recording costs in each transaction

Required per Maine Constitution Article IX, Section 23, which mandates a 2/3 vote of both legislative houses to reduce or substantially alter state conservation/recreation lands
