Changes the Department of Education's obligation to develop an Internet-based application for free or reduced-price school meals from mandatory ("shall") to permissive ("may")

Removes the exemption that allowed schools with 70% or higher participation in free/reduced-price breakfast programs to opt out of alternative breakfast delivery service requirements

Eliminates the requirement for the Department of Education to adopt rules tracking health and academic outcomes of students participating in alternative breakfast delivery services

Repeals statutory provisions governing access to food, collection of student meal debt, and the use of food as discipline in schools (20-A MRSA c. 223, sub-c. 11)

Shifts responsibility for online school meal applications away from being solely the public school's obligation and removes the requirement that applications be hosted on the department's specific website
