Establishes new annual CO2 emissions budgets for Maine's Regional Greenhouse Gas Initiative (RGGI) starting in 2027, decreasing from 2,065,595 tons in 2027 to 221,314 tons in 2037 and beyond

Accelerates the emissions reduction timeline by ending the previous 2.5% annual decline formula in 2026 instead of 2030

Reduces Maine's CO2 emissions cap by approximately 89% between 2027 and 2037 (from 2,065,595 tons to 221,314 tons)

Eliminates requirements for establishing and developing carbon dioxide offset project categories
