Authorizes operators of public service vehicles to use variable-message signs while stationary and engaged in roadside repair, vehicle loading/unloading, vehicle recovery, or traffic control

Defines "variable-message sign" as a traffic control device that can display changeable messages manually, electrically, mechanically, or electromechanically

Permits signs to display information about traffic congestion, accidents, maintenance operations, weather conditions, roadway conditions, and organized events

Grants the Commissioner of Public Safety authority to adopt routine technical rules for implementation

Amends Title 29-A MRSA §2054 by adding new definitions and operational provisions
