Establishes the Public Transit Bus Operator Safety Fund as a nonlapsing fund within the Department of Transportation, with $2 million appropriated in FY 2026-27 for grants covering purchase, installation, and maintenance of barriers

Directs the Department of Transportation to establish minimum standards for barrier design, materials, and installation by February 1, 2027, in consultation with transit agencies and labor organizations

Mandates annual compliance reports from public transit agencies before August 1 of 2027, 2028, and 2029, detailing installation progress and remaining tasks

Beginning August 1, 2029, expands fund eligibility to include other bus operator safety expenditures as jointly determined by transit agencies and labor representatives
