Creates two new conditional license categories: "licensed master social worker - conditional clinical" for those meeting educational requirements while completing consultation and experience hours, and "licensed social worker - conditional" for bachelor's degree holders in related fields working toward full licensure

Removes the mandatory board examination requirement for initial licensure, allowing applicants to demonstrate competence through trustworthiness and adherence to professional ethics instead

Extends the maximum timeframe to complete 96 hours of required consultation from 4 years to 6 years, concurrent with the first 3,200 hours of social work employment

Eliminates the two-tiered consultation system that imposed different requirements on Department of Health and Human Services employees versus non-DHHS social workers

Authorizes the State Board of Social Worker Licensure to accept substantially equivalent consultation and work experience from other jurisdictions for initial licensure, late renewals, or reinstatement applications
