Municipalities with 4,000+ residents must submit annual housing reports to the Maine Office of Community Affairs by March 31st instead of January 31st

Reports must include residential units approved through building permits, categorized by type: accessory dwelling units, single-family, 2-unit, 3-to-4-unit, and 5+ unit housing

Removes requirement to report number of permit applications submitted, approved, and denied; now only requires reporting units approved

Replaces affordability reporting requirements (previously based on area median income thresholds of 80% and 81-120%) with building type categorization for certificates of occupancy

Directs the Office of Community Affairs to encourage municipalities with fewer than 4,000 residents to voluntarily report the same housing information
