Prohibits bulk purchases of lottery tickets or shares exceeding $100,000 in aggregate, whether made in single or multiple transactions, at one or multiple locations, by an individual or multiple individuals acting together

Authorizes the State Liquor and Lottery Commission to refuse payment of prizes for winning tickets purchased as part of a prohibited bulk purchase

Allows the Director of Alcoholic Beverages and Lottery Operations to suspend or revoke a retailer's license for knowingly selling tickets to someone attempting a bulk purchase

Requires the commission to adopt rules governing ticket quantity limits and bulk purchase enforcement

Exempts the Tri-state Lotto Compact from these bulk purchasing restrictions
