Prohibits agricultural fair licensees from operating fairs or advertising fair activities outside of dates assigned by the Commissioner of Agriculture, Conservation and Forestry, with events held within one week of assigned dates offering similar activities considered a violation

Revises the definition of "agricultural fair" to require displays and competitions for premiums on three or more species of livestock/poultry, three or more stipend-eligible nonlivestock competitions, or three or more youth agriculture events, operating for a minimum of 3 consecutive licensed fair days

Allows licensees to host exhibitions up to 24 hours before assigned fair dates solely for displaying and awarding premiums on nonlivestock competitions

Requires public or private pulling events scheduled at agricultural fairs to take place during licensed fair dates to be eligible for stipends, with the Commissioner authorized to suspend or revoke licenses for violations

Directs the Commissioner, in consultation with the State Harness Racing Commission, to review rules on harness racing date standards and report findings to the Legislature by January 15, 2027
