Establishes grounds for disciplinary action including failing to meet certification requirements, falsifying information, engaging in conduct that grossly deviates from professional standards, and violating applicable rules

Authorizes disciplinary measures including written warnings, certificate suspension for up to 3 years, revocation, civil penalties up to $1,500 per violation, and probation with conditions

Allows certificate holders to request adjudicatory hearings within 10 days and appeal final decisions to Superior Court within 30 days; persons with revoked certificates may apply for reinstatement after one year
