Establishes lifetime credit caps for state-subsidized postsecondary courses: 18 credits for regular secondary students and 24 credits for career and technical education students in early college career pathways

Expands eligibility to Maine residents enrolled in school administrative units, magnet schools, private schools approved for tuition purposes, or receiving home instruction

Requires high schools to record postsecondary credits and the granting institution on student transcripts

Directs the Department of Education, beginning with the 2027-2028 school year, to work with eligible institutions (University of Maine System, Maine Community College System, Maine Maritime Academy) to establish an annual tuition reimbursement process

Simplifies recommendation requirements by removing the mandate for school administration assessment before a student can take postsecondary courses
