Expands Maine's definition of "public preschool program" to include programs serving children who are 3 years of age, in addition to the existing 4-year-old programs

Beginning with the 2026-2027 school year, authorizes state start-up funding for public preschool programs serving 3-year-olds who have been identified as children with disabilities

Children who are 3 years old with identified disabilities may enroll in an available public preschool program at any time prior to kindergarten enrollment

Three-year-old preschool students without identified disabilities are not eligible to be counted as subsidizable pupils for state subsidy calculations, though they may still attend programs that offer instruction to 3-year-olds

Requires school administrative units seeking grants to demonstrate coordination with community early childhood programs and consideration of working parents' extended childcare needs
