Renames the "Land Application Contaminant Monitoring Fund" to the "Well Contamination Response Fund" and shifts its focus from soil and groundwater monitoring to private drinking water wells contaminated by PFAS and other hazardous substances

Appropriates $1,000,000 in General Fund money for fiscal year 2026-27 to support private well owners affected by contamination

Eligible uses of funding include well testing, contamination remediation, installation and maintenance of water filter systems, connection to local water district networks, and provision of bottled drinking water

Directs the Board of Environmental Protection to adopt rules establishing eligibility requirements, with funding priority given to wells near hazardous substance discharges, landfill leachate, or sludge spreading sites

Requires the Department of Environmental Protection to submit biennial reports to the Legislature beginning January 15, 2027, summarizing fund uses and contamination identified
