Repeals the juvenile crime of willful refusal to pay a court-imposed fine or willful failure to comply with any other court order under 15 MRSA §3103, sub-§1, ¶H

Removes provisions allowing warrantless arrests of juveniles for this offense, which was previously treated as equivalent to a Class D or Class E crime

Updates related statutes governing standards of proof and adjudication procedures to remove references to the eliminated offense

Eliminates the exception that prohibited courts from imposing fines for this specific violation, allowing fines to be imposed for all remaining juvenile crimes
