Creates an exception allowing small grocery stores with pharmacies to obtain retail tobacco licenses, despite the general prohibition on tobacco sales in retail establishments containing pharmacies

Qualifying grocery stores must have no more than 26,000 square feet of customer-accessible sales area and derive a substantial portion of sales from food

The pharmacy must operate in a separately leased space with its own pharmacy license and must have been established at that location prior to July 7, 2025

All tobacco sales must occur outside the pharmacy's leased premises using the grocery store's separate point-of-sale system and inventory

Removes outdated statutory references to tobacco vending machines and free tobacco distribution, practices that were prohibited under Public Law 2025, chapter 367
