Authorizes the Commissioner of Administrative and Financial Services to enter into an option agreement with the Town of East Millinocket for the sale of approximately 3,384 acres of state land known as "the Dolby Landfill," originally transferred from Katahdin Paper Company, LLC in September 2011

Town of East Millinocket has one year to execute the option agreement; if not exercised, the commissioner may list the property for public sale, lease, or auction through private brokers

Property must be sold "as is" at current market value determined by broker opinion and comparative market analysis, with title transferred by quitclaim deed

Sale proceeds will reimburse administrative expenses and be deposited into the Bureau of General Services capital repair and improvement account

Authorization to convey the property expires 5 years from the effective date; timber rights are excluded from any conveyance
