Increases the cap on total combined disability retirement benefits and workers' compensation benefits that can be paid for the same disability under Maine's State Employee and Teacher Retirement Program and Participating Local District Retirement Program

Eliminates the requirement that Social Security benefits offset disability retirement benefits under the Participating Local District Retirement Program for applications received before October 1, 1989

Changes the benefit calculation basis for Participating Local District disabilities (applications after September 30, 1989) from "average annual earnings" to "average final compensation," removing consideration of outside wages and earnings

Updates statutory language from "shall" to "must" throughout the affected sections to conform with modern drafting standards
