Transfers all responsibilities, duties, and authorities from the Governor's Energy Office to the newly established Department of Energy Resources, including state energy planning, offshore wind development programs, renewable energy portfolio oversight, and coordination with federal energy agencies

Replaces the Director of the Governor's Energy Office position with the Commissioner of Energy Resources throughout Maine statutes, including on boards such as the Efficiency Maine Trust, Maine Climate Council, and various energy-related advisory committees

Requires the Department of Energy Resources to be reviewed under the State Government Evaluation Act beginning in 2033, and allows the department to carry forward General Fund balances between fiscal years

Assigns the department responsibility for offshore wind energy procurements under the Maine Wind Energy Act, including rulemaking authority, biannual compliance reporting, and administration of the Offshore Wind Research Consortium

Expands the department's petroleum supply monitoring role to cover all petroleum products (not just home heating oil and kerosene) and transfers certain carbon dioxide cap-and-trade program oversight functions from the Public Utilities Commission to the Commissioner of Energy Resources
