Establishes the Health Information Technology Fund within the Department of Health and Human Services to support the operation and sustainability of Maine's state-designated statewide health information exchange

Fund must be used to meet the State's matching fund requirements to obtain federal funding for the health information exchange

Fund sources include legislative appropriations, federal funds, grants, gifts, and other public or private contributions, with interest earnings credited back to the fund

Fund is nonlapsing, meaning unexpended balances carry forward to the next fiscal year rather than reverting to the general fund

Appropriates $1,800,000 annually in General Fund dollars beginning in fiscal year 2026-27 to support the fund's operations
