Increases the maximum number of on-premises retail liquor licenses a liquor manufacturer owner may hold from 3 to 12 (for single manufacturing license holders) and from 6 to 12 (for owners of multiple manufacturers producing at least 1,000 barrels annually)

Exempts retail liquor licenses issued on or before May 23, 2025 from counting toward the ownership interest limits, grandfathering existing license holders

Addresses an emergency created by May 23, 2025 legislation that placed several existing liquor manufacturers in violation of new ownership restrictions, potentially forcing them to sell or close businesses

Designated as emergency legislation, taking effect immediately upon approval rather than the standard 90-day waiting period
