Repeals the requirement to produce license plates at the Bolduc Correctional Facility

Expands the definition of persons "engaged in the business" of vehicle sales to include equipment dealers and those acting as agents, representatives, or intermediaries in vehicle transactions

Prohibits loaded trucks from operating on temporary registration plates

Creates a 2-year pilot program (until December 31, 2028) for licensing online used car dealers that sell exclusively through digital platforms, requiring a $350,000 surety bond, $500 annual fee, minimum 100 annual sales, and mandatory vehicle inspections prior to delivery

Requires the Secretary of State to submit a report by January 15, 2028 evaluating the effectiveness and consumer protection outcomes of the online dealer program
