Student transfers to school administrative units outside their residence district would automatically renew annually, eliminating the current requirement for superintendents to conduct annual reviews

Transfers may be discontinued only if the receiving district's superintendent determines: irregular attendance, disruptive behavior, lack of effort to succeed in class, or the transfer is no longer in the student's best interest

Both superintendents (from the original and receiving districts) must jointly review any transfer before it can be discontinued

Parents must receive written notification of discontinuation decisions, including the facts, evidence, and data used to make the determination

Parents may request the Commissioner of Education review any decision to discontinue a transfer
