Amends dissolved oxygen standards for Class A, B, and C waters to require both minimum parts per million AND saturation percentage thresholds be met simultaneously, rather than whichever is higher

Adds explicit exception for state-approved fish stocking and management activities in Class AA, A, and GPA waters, clarifying these do not violate the "aquatic life must be as naturally occurs" standard

Establishes enhanced dissolved oxygen protections during fish spawning season (October 1 to May 14) in Class A and B waters, requiring 7-day mean of at least 9.5 ppm and one-day minimum of 8.0 ppm in identified spawning areas

Upgrades several specific waterways to higher classifications: Mount Blue Stream and tributaries from Class A to AA; Pleasant River Middle Branch and tributaries to Class AA; South Branch Sandy River, Cottle Brook, and Orbeton Stream tributaries to Class AA

Adds technical corrections including alternate names for water bodies (Corundel Bog, Spring Bridge Road) and removes outdated geographic reference "in Lincoln Plantation" from Abbott Brook classification
