Students in Maine's unorganized territory may enroll in elementary or secondary school if they are at least 5 years old by October 15th and have not reached 20 years of age before the school year begins (July 1st - June 30th)

Children who are at least 4 years old by October 15th may enroll in public preschool programs if offered, and war veterans who did not complete high school may attend until graduation or age 25

Removes the prohibition on reimbursing parents for student transportation that had been in effect since fiscal year 2009-10

Adds a new attendance exception for students who have matriculated and are attending an accredited postsecondary degree-granting institution full-time, with commissioner approval

Eliminates the prior approval requirement for school absences due to health professional appointments during regular school hours
