Establishes the Hope and Inclusion Scholarship Program, creating individual "hope accounts" for students attending approved private schools or receiving home instruction to pay for educational expenses

Funds accounts by redirecting 90% of state subsidy and 90% of local school district contributions that would otherwise go to the student's public school district; up to 3% may be used for program administration

Creates a 9-member Hope and Inclusion Scholarship Board chaired by the Treasurer of State, including the State Auditor, Attorney General, Commissioner of Education, UMaine Chancellor, and three parent members appointed by the Governor

Eligible expenses include private school tuition, textbooks, educational supplies, tutoring, online learning programs, standardized tests, dual enrollment courses, educational therapies, and public transportation

Requires annual renewal based on academic progress; accounts close and funds return to the General Fund if requirements are not met or funds are misused
