Establishes the Rural Hospital Stabilization Program with $50 million in one-time funding to provide grants covering operating costs for rural health care providers and facilities, including start-up costs for inpatient, outpatient, primary, specialty, and behavioral health services

Creates the Health Care Premium Stabilization Fund with $17.3 million to maintain coverage through the Maine Health Insurance Marketplace if the Affordable Care Act is repealed or reduced, providing state subsidies for residents earning up to 400% of the federal poverty level whose premiums exceed 8.5% of household income

Establishes the MaineCare Federal Response Fund with $105 million to supplement MaineCare funding if federal contributions are reduced, with $5 million designated for technology improvements and outreach related to eligibility and renewal changes

Appropriates $80 million to the Maine Guaranteed Access Reinsurance Association to increase the reinsurance program for the 2027 coverage year

Total one-time appropriation of $252.3 million in FY 2026-27, with all three new funds established as dedicated, nonlapsing accounts
