Establishes the Maine Home Energy Navigator and Coaching Resource Hub within the Department of Energy Resources to promote community-based energy coaching services for residential consumers

Prioritizes guidance to low-income, rural, and underserved communities to help them understand and navigate energy efficiency and clean energy investment options

Requires the department to make available standardized training curricula and program materials that communities can use to implement their own local energy coaching programs

Appropriates $100,000 in one-time General Fund money in fiscal year 2026-27 for development and maintenance of training curriculum and program materials
