Adds the International Code Council and Modular Building Institute 1200-2021 Standard for Off-site Construction to the Maine Uniform Building and Energy Code, establishing standards for modular and prefabricated housing

Establishes fixed effective dates for building code changes: updates made January 1-June 30 take effect December 1 of that year; updates made July 1-December 31 take effect June 1 of the following year (beginning January 1, 2027)

Increases the plan review fee surcharge from 4¢ to 6¢ per square foot of occupied space, with revenue deposited into the Uniform Building Codes and Standards Fund

Requires code enforcement officer training to include enforcement of codes regulating industrialized housing (modular buildings, panelized systems, and factory-assembled residential structures)

Establishes a 3-year pilot project starting no later than January 1, 2027, with $1,000,000 transferred from the Maine Budget Stabilization Fund, to promote regionalized approaches to code enforcement among municipalities
