Increases annual state funding for the County Jail Operations Fund from $20,342,104 to $28,342,104 effective July 1, 2026, with a required 4% annual increase thereafter.

Appropriates an additional $5,000,000 annually for community corrections programs, including pretrial release supervision, alternative sentencing, housing programs, and electronic monitoring.

Replaces the current requirement that 25% of jail funding be used for community programs with the dedicated $5,000,000 appropriation for these services.

Changes the fund distribution formula to be based on the previous state fiscal year for which data is available, rather than the most recent fiscal year.

Designated as emergency legislation to take effect immediately upon approval, prior to the start of the next fiscal year.
