Increases the Vinalhaven Water District's debt limit from $1,500,000 to $4,000,000 outstanding at any one time

Enacted as emergency legislation to take effect immediately upon approval, bypassing the standard 90-day waiting period

Funds needed for a new water main to protect resident health and other improvements to bring the district into compliance with state standards

Amends P&SL 1977, c. 99, §12 (as previously replaced by P&SL 2001, c. 21, §5)

District may exceed the $4,000,000 limit only if a greater debt limit is established by referendum under Title 35-A, section 6413
