Adds individual public utility customer information held by utilities, the Office of the Public Advocate, or the Public Utilities Commission to Maine's list of confidential records exempt from public disclosure, when designated confidential by PUC rule

Extends similar confidentiality protections to individual customer information held by public sewer systems, including customer names, addresses, phone numbers, email, utility usage, payment history, and financial or medical conditions

Permits disclosure of protected sewer customer information with customer consent, for debt collection or credit reporting, to law enforcement with lawful process, to emergency management personnel during emergencies, or for billing purposes

Prohibits disclosure of customer information for debt collection or credit reporting if the customer has an active protection from abuse order and has disclosed it to the sewer system
