Repeals Maine's participation in the National Popular Vote Interstate Compact (21-A MRSA chapter 17), which would have required Maine to award its electoral votes to the national popular vote winner once states totaling 270+ electoral votes joined

Restores Maine's traditional method of awarding presidential electoral votes based on state and congressional district results using ranked-choice voting tabulation

Removes provisions that created special ballot counting procedures for when the National Popular Vote compact would be in effect

Requires the Governor to certify presidential electors based on statewide and congressional district vote totals, delivering certificates to electors by the first Monday after the second Wednesday of December

Makes conforming terminology changes throughout election statutes, replacing "removed from consideration" with "defeated" in ranked-choice voting procedures
