Directs the Maine Department of Transportation to amend Chapter 308 rules on seasonal load restrictions to add greenhouse supplies for agriculture to the definition of "special commodity"

Greenhouse supplies covered include compost, planting mix, containers for growing seedlings, greenhouse coverings, and greenhouse construction materials

Designating these items as "special commodities" would exempt them from certain weight restrictions on state and state aid highways during seasonal posting periods

Enacted as emergency legislation, taking effect immediately upon approval rather than after the standard 90-day waiting period
