Directs the Maine Department of Transportation to remove inactive railroad track on the Lower Road corridor between Brunswick and Gardiner (connecting to the Kennebec River Rail Trail) plus a portion in Hallowell, replacing it with a paved or stone dust bicycle and pedestrian trail

Requires removal of 12.26 miles of inactive railroad track on the Calais Branch from Route 214 in Pembroke to Route 1 in Calais, to be replaced with a multi-use trail

Implements recommendations from two advisory councils: the Lower Road Rail Use Advisory Council (11 of 14 members voted in favor after 9 months of meetings) and the Calais Branch Rail Use Advisory Council (10 of 11 members voted in favor after 8 months)

All trail conversions are designated as interim in nature, preserving the corridors for potential future rail use under the State Railroad Preservation and Assistance Act

Projects are contingent on available funding, permitting, and municipal agreements
