Extends recycling deadlines for large construction and demolition debris facilities by two years, pushing the 50% reuse/recycling requirement from July 1, 2028 to July 1, 2030

Extends the temporary allowance period for disposing oversized bulky waste at state-owned landfills from July 1, 2025 to July 1, 2027, applying retroactively to June 23, 2023

Allows up to 25,000 tons annually of oversized bulky waste residue (appliances, furniture, mattresses) from construction debris processing to be treated as in-state waste for landfill disposal purposes

Adds new provision allowing up to 75,000 tons annually of additional processing residue to qualify as in-state waste when used as daily cover at state-owned landfills

Allocates $150,000 per year in fiscal years 2025-26 and 2026-27 to the Department of Environmental Protection's Remediation and Waste Management program from tipping fee revenue
