Prohibits the distribution, sale, or offering for sale of cosmetic products containing 13 intentionally added ingredients beginning January 1, 2027, including lead, mercury, formaldehyde, triclosan, and certain phthalates

Exempts cosmetic products containing only technically unavoidable trace quantities of prohibited ingredients resulting from impurities, manufacturing processes, storage, or packaging migration

Defines "cosmetic product" as articles for retail or professional use applied to the human body for cleansing or beautifying, excluding soap, dietary supplements, and FDA-regulated food and drugs

Entitles retailers to full refunds from manufacturers, including shipping costs, for cosmetic products subsequently found to contain prohibited ingredients

Authorizes the Department of Environmental Protection to adopt routine technical rules to implement the act
