Increases the minimum number of fantasy contestants required per game or contest from one to two, excluding the fantasy contest operator from participating

Removes the $100,000 gross revenue threshold for the 10% tax on fantasy contest operators, making all licensed operators subject to the fee regardless of revenue size

Requires the 10% allocation to the General Fund to include revenues earned while an operator is pending license approval
