Eliminates same-day voter registration on election day in Maine, moving the in-person registration deadline from the close of polls on election day to the close of business on the last Thursday before election day

Maintains existing deadlines for mail and third-party voter registration applications (21 days before election) and online registration (midnight, 21 days before election)

Removes provisions allowing registration monitors at polling places on election day, since registration would no longer occur at those locations

Requires absentee voters who are not yet registered to return their voter registration application by the last Thursday before election day rather than election day
