Replaces the per-page recording fee structure ($19 first page, $2 additional pages, $1 per extra name beyond 4) with flat fees of $25 per instrument for State/municipal requests and $35 for all others

Increases the fee for recording, indexing, and preserving plans from $21 to $45, and doubles paper plan copy fees from $5 to $10 per page

Raises the fee for bulk downloads of 1,000+ consecutive electronic images from county registries from 5¢ to 25¢ per image

Reduces the free electronic image threshold from 500 to 400 images per person per calendar year, with municipalities exempt from fees for county registry electronic images

Increases the per-document surcharge from $3 to $5 for all records except those from state agencies and municipalities; effective January 1, 2026
