Prohibits customers from sharing financial interests in distributed generation resources for net energy billing programs, eliminating community solar arrangements where multiple customers invest in a single off-site solar project

Requires distributed generation resources to be located on the same side of the meter as the customer, used primarily to serve that customer's electric load, and have 100% of credits allocated to that single retail account

Removes provisions allowing multiple customers of investor-owned utilities to share financial interests in distributed generation resources with shared billing arrangements

Limits property tax exemptions for solar equipment (effective April 1, 2025) to systems where all energy is used on-site where the property is located

Eliminates consumer protection requirements for "project sponsors" who previously facilitated shared financial interest arrangements, as those arrangements would no longer be permitted
